Resolves once the replacement connection is ACTIVE; rejects when the dial or another recovery step fails (the session is then parked in UPSTREAM_LOST) or the session closes or is parked first.

The DIAL generation the replacement connection dials on: the domain of turn.start.attemptEpoch and of the lifecycle att_<n> attempt id. Not turn.start.transportGeneration, the post-setup counter, which is legitimately lower (the dial counter also advances on failed and aborted dials). A turn.start carrying a lower attemptEpoch belongs to an earlier connection.
